Besides, straight reciprocal link exchanges tend not to be well-regarded by Google and other SEs. They tend to cancel each other out. One-way and three-way links are ranked better.

John is right. In addition, quality relevant one-way links are the best. Quality meaning from trusted authoritative sites.

Clarification: 3-way links appear as 1-way links. A links to B who links to C who links to A.

This really requires some very smart software, like Jonathan Leger's systems.
