How do I tell someone that asked me to review their website that it's awful?

IMHO...SUCKS!!!

Approach the conversation with constructive criticism. Tell them the positive things then say what needs improvement and some work.

Do it with integrity and be tactful about it~ especially if you want a relationship with this person or company in the future. You probably don't want to create enemies with this person.

Everyone so far has had some good advice...I agree, however I would add to have a new designer start from scratch and then give a referral and your recommends for a cleaner, fresher and amazing website.
