More links to some high pagerank sites,

but mostly need to do a pay for them.

I highly recommend NOT to pay for links UNLESS they are from a site in the same niche which gets good traffic and then make sure the link is on the homepage and sitewide.
Paying for a link just for the PR effect is just plain stupid, once you stop paying and the link is removed there goes any benefit from it.
ONLY pay for a link for the traffic.

When you do pay for a link or do a link exchange make sure you monitor the link on a daily or at least a weekly basis.

There are a lot of unscrupulous webmasters out there who will put the link up for a few days then remove it or move it to another page with no PR or traffic thinking you won't bother going back and checking.

nope, you dont need to submit your site to search engine. just do a link building to build more traffic of your website:
1. submit your site to directory
2. participate on forums, with your signature at the bottom of your post
3. write an article and get them syndicate.

There is also some FREE SEO tools out there that allows you to keep a check on the links
