Default Payroll Giving?

I was sent a link to some information about payroll giving by a friend - apparently even self employed people can sign up to it, and there are some nice bonuses and incentives for taking part in the scheme above and beyond the government adding to the amount you donate through the scheme.

The thing that concerns me is the admin / paperwork - has anyone used this scheme? If so, how bad is the paperwork? Also, if you aren't a tax payer (due to low earnings) can you still join it?

If anyone knows anything about it, I'd really appreciate a quick run through!
