This is a good list, although I can't think of too many programs, legitimate or otherwise, that don't ask for some sort of fee up-front before you get started; except for the one that I am involved in. Maybe you should flesh that one out to say "It does not ask for any fees etc., before explaining the exact process that one needs to engage in before the fees are paid."
